Retail payment cards used for small purchases

The North Savo welfare area has a need for store payment cards that can be used to make small purchases in the supplier's own stores when it is not possible to order products through the welfare area's procurement channels or when there is an unexpected procurement need. The cards are used by various units in the welfare area. Typical examples of payment card users are child welfare institutions and services for the elderly and disabled. The most significant volume of the procurement is for food and grocery purchases. The approximate estimate of the number of payment cards for the entire welfare area is approximately 400 during the procurement period. The subject of the procurement is payment cards, an electronic system for card management and customer service. The procurement does not include vehicle refueling, washing or electric car charging. All of the above approximate estimates of the number of cards are estimates and are not binding on the Customer. The Customer is not committed to any minimum purchase quantity. The payment card must be physical. The cards must have a card-specific balance limit that can be defined and changed as needed, and the balance limit cannot be exceeded. The Subscriber must have access to an electronic system from which the Subscriber receives real-time monitoring and versatile reports on the cards, card usage and card users. Through the electronic system, the Subscriber must be able to, among other things, order cards, change the card balance limit, check the card PIN code and close the cards. The Subscriber must be able to limit the electronic system to different levels of users with access rights (including the main user and the viewing user). The Subscriber must be assigned a contact person for the contract by the Provider, with whom the Subscriber can contact in all matters related to the content and practical operations of the contract. Customer service must be available during office hours both by telephone and electronically. The welfare area has seven different billing addresses, to all of which card purchases are made. It must be possible to deliver an online invoice for card purchases to the billing address of the card in question. One (1) supplier will be selected for the contract period. As an option, a physical payment card suitable for the supplier's stores can be purchased, replacing paper payment commitments. It must be possible to determine the available balance on the card and what products can be purchased with the card. There is also a need to monitor card usage through an electronic system.
